Whimsical Professor Willy (or simply Whimsical Willy) is a con artist who pretended to be a television host for kids on a show called The Wondrous World of Whimsical Willy. He tricked Bubbles to stealing all The Money of Townsville for "no reason". but When Blossom and Buttercup showed up to unmask the escaped crooks and exposed Whimsical Willy as a fraud, Professor Willy is both heart broken that his show is ruin and mad that his plans have been exposed. He sends his goons (Mike, Charlie, Samuel, Joe and Pablo) at them while he tries to escape but Bubbles defeats the thieves and stops Will from escaping. Blossom, Bubbles and Butter cup have sends Willy and the crooks to jail. and Willy is now in a prison cell with his new cellmates who are angry at him for unknown reason (either they didn't like his show or he didn't include them in his plans and left them in jail).

He is introduced in a television with a theme song in it while the fewer did not his true intentions to steal the money from Townsville with the escaped criminals dressed up like a characters in a fake show.

Trivia[]
- Whimsical Willy is loosely based off Mr. Rogers.
- His trick into having all the money from Townsvile is a reference to the 1965 New Years Day incident where Soupy Sales tricked young children to steal money from their parents in exchange for a postcard from Puerto Rico.
