The Sapphire Sultan is a bald Indian sultan from The Headsucker's Moxy.

He wears a long blue coat, a white robe with a belt, and a white turban with a huge pink feather.
Biography[]
He is the fourth victim of the Headsucker and most notable due to being the only victim whose brain draining was witnessed. The sultan had intended to make an appearance at the Townsville Museum as the honored guest of the Mayor in order to reveal to him the secret of the location of the world's most valuable sapphire that he was in possession. The Robbing Leech had successfully snuck into the museum before the Sultan's arrival at some point off-screen.
The Powerpuff Girls successfully deduced that the Sultan was the Leech's next victim and leaved to rescue him just as the Leech began his attack. The leech leaps toward the Sultan managing to knock him down to the ground despite being greatly smaller than the Sultan and unravels his turban leaving his bald head exposed and vulnerable. The leech then jumps on the Sultan's head and succeeds in sinking his teeth into his victims head to begin sucking his brain. The panicking Sultan screams in pain and fear while running back and fourth as the Leech sucks on his head. This continues for a few seconds until the brain draining process finally takes its toll on the Sultan and he drops to his knees groaning and severely weakened physically and mentally. The leech then continues to suck until the Sultan finally falls down to the ground in a catatonic state with a disoriented looking smile on his face and the same ring of teeth marks on his head as the other victims.
The leech then smugly walks on the Sultan's stomach and uses the knowledge he gained from the Sultan's brain to deduce that where he had hid the sapphire. The leech pulls down the Sultan’s belt to reveal his bare belly and squeezes it harder and harder until a small red jewel pops out of the Sultan's bellybutton. The small red jewel was the world’s most valuable sapphire and the Sultan had hidden it inside of his belly button thinking that no one would ever think to look there and that it would be safe with him at all times. The triumphant leech then tips his hat off to the catatonic sultan before taking his leave right before the girls arrive.
The Mayor excitedly explains to the girls that they were too late to save the sultan and proceeds to act out the Leech brain draining the sultan which he found "cool". The girls were displeased with the Mayor for this since it meant the Leech had escaped them once again and another victim had been drained.
Following his brain draining, the Sultan is left in a catatonic state completely unresponsive to events happening around him including the leech walking on him and unveiling and squeezing his belly to steal his sapphire, the girls sudden arrival which startles the mayor, and the mayor acting out the scene during which he jumps on his face and squeezes his belly. It is unknown what happened to the Sultan after this as the Mayor and Powerpuff Girls seemingly forget about him as they attempt to deduce the next victim, but it is very possible that girls saw to it that the Sultan received medical attention and that he eventually came to with no memory of the sapphire and a severe headache as was the case with the Leech’s other victims.
