Roger McDongle the Weiner-Happy Clown was a clown that appeared in the episode Little Miss Interprets. When he enters the Utonium Residence, he tells Professor to put the old ones in 2 old trash cans, if not, eat them. It turns out that the "old ones" were the patties Professor made.
Not to be confused with Rainbow, as he is also a clown.
