Lou Gubrious (known as Hal Larious when he's happy) is a villain that appeared in the episode: City of Frownsville. He is a very weepy and miserable man who cries all the time. He felt extremely sad with everyone in Townsville feeling happier than himself, so he made everyone in Townsville cry like him with a machine called the Miser-Ray, which turns their happiness to misery, and turns Lou Gubrious' sadness into happiness. His reason for why he's miserable is because he lost the Happiest Citizen of Townsville Contest for six years running.

He is chubby, bald, has buck teeth, a pair of glasses, and an outfit that looks very much like the Professor’s, and a small gray cloud floating over his head. As Hal, he wore a bright red coat too small for him, a pink flower in lapel, a blue blow tie with yellow polka dots, a small red hat parked atop his hairless pate, and orange pants. He carries a walking stick topped by a large gold bulb, and there are roses in his cheeks

- His original name "Lou Gubrious" is a pun on the word "lugubrious" which means someone who sounds sad and his new name "Hal Larious" is a pun on the word "hilarious" which means something that is really funny.
- Despite being miserable, Lou Gubrious is actually a good inventor.
- He often breaks the 4th wall too many times.
- He is similar to the Weeper from DC Comics, as if both characters are seen always crying.
- His crying behaviour is a reference to Weepy Smurf and how he makes everyone cry with his Miser-ray is a reference to Papa Smurf creating a potion that makes everyone cry.
