Note: The Chili Peppers were burnt, the Red Peas had a vile stench and were poisonous, and the Green Meat was electrified.

They aren't good or bad. They're just children that like to play around and have a funtime. They lack parents as the were left behind at Dick Hardly's old factory when it burnt down. It's believed these were failed attempts by Dick or were created by accident by the machine. Once they duck their way out, they found Townsvile where they live until they ran into boys that looked similar to them.

Uh-oh, looks like the Beat-Alls (Mojo Jojo, HIM, Princess Morbucks, and Fuzzy Lumpkins) are back and are planning to ruin their fun. LOL

When did it gets scrapped?

Professor Utonium is beside himself with fury, and he gets in the girls’ faces. He is many times his normal height; they appear to be back to theirs, more or less.
